It's an error on the company's part. The employee shouldn't have to wait until open enrollment. Notify the insurance company that her benefits are retroactive to the proper date.

My experience is the insurance company handles the reporting. You usually have to set it up with them to do so. It would be a good time to do that.

Hire them through a temporary agency versus on your payroll. Otherwise, I don't see how you'll get by on that one. They won't be voluntarily quitting.

I think my recommendation would be to pay them for the 30 minutes if they stay on-site and have them clock in and out if they actually leave the premises. To me, unpaid lunch means it's your time to do as you please.
