My understanding is that if it if within 1 year of the birth of the child that both parents are allowed to take 12 weeks of bonding time with the newborn child, under FMLA. So yes she would be able to take the 12 weeks.

It is only for a birth of a child that you can decide on intermetent leave. As far as I know if it is a chronic medical problem you have to grant intermetent leave.
