Fitness Center Subsidy

We currently offer full-time employees a subsidy on a local fitness center membership. Our handbook states that full-time employees are eligible for benefits. Considering this is "just" a fitness center benefit, as opposed to a health insurance or retirement plan benefit, could we offer it to part-time employees? If we do offer it to PT, we must offer to all PT, right?

How about this? Could we offer it to PT employees in one division of our company but not another?
