Employee with medical problem

I have an employee (clerical type) who, because of medical problems, is taking medication. This medication at times makes her unable to function properly. She has trouble walking, maintaining composure, speaking properly, etc. Her work quality has slipped and I have counseled her about this. We have been treating the decline in work product as a performance issue, but I am also concerned about her driving to work, falling down staris, etc. I hate to continue on progressive discipline for something she really cannot correct. I know I cannot call her doctor, and I am hesitant about speaking to her about the situation more than expressing my personal concern for her welfare. I have been told I cannot tell her she can't come to work - that's her doctor's decision and he has not said so (at least that she has told us). Does anyone have an alternative or some advice on the best way to handle the situation?
