Hardship Differential (Danger) Pay for Locations

We have employees who take short-term (less than 6 months) assignments to danger zones (Iraq/Afghanistan,etc.). We want to pay them a differential other than under the guidelines established by the Dept. of State for US government civilian employees. Does anybody have a policy they can share or comments on how much you may be paying (as a % over base) for these types of assignments?
