Turnover numbers

When calculating turnover and breaking down Total Turnover is it customary to include or exclude retirements in the voluntary turnover number?

I'm having a little disagreement with someone on this and welcome any feedback.

It depends on why you are measuring turnover.

For example, if you are measuring turnover to find out if there is something wrong with your organization culture or with specific departments' management, voluntary retirement may cloud what you are looking for, except perhaps early retirement.  If, on the other hand, you are looking to plan staffing needs, then ever exit is important.
