EE's misuse of timeclock

I was extremely upset to be told today that there are several employee's who are misusing the timekeeping system. We went from paper timecards to an online timekeeping system about 9 months ago. Today, I was told that there are some employee's who will take a 2 hour lunch and then come back and clock out upon their return, then clock in after an hour. That way, they are only charged for an hour lunch. (policies specifically state that tampering with the system or not using it appropriately is against policy).
Seems to me that is stealing. How have you addressed this situation with your staff?

Thank you for the feedback everyone. That substantiates how I was going to proceed. Investigate and discipline based on policies.
