Make sure that you have the system in place to folow through in deed (not just in word), and the financial backing to adequately reward those performers who do earn it. Make sure that the employees understand the goals, and have zero expectation that "time in" an organization correlates to $$ for them. Make sure that the PFP system is clearly comunicated to all employees so that they know what they are working for. This may take some doing, in both spoken and written communciation, with "reminders.
