Are there laws against the employer if payments were deducted from the employee wages but never sent to the garnishment agency? I have researched the issue but could not find a solution.

It might depend on what kind of garnishment and also the state's law.  In Illinois,
an employer can be fined $100 a day for not submitting child support payments within 7 days after withholding.

I agree with HRgfs.  There are very specific laws regarding this issue.  You will need to check your state's law.  I also agree with HRgfs, there are severe penalties for violation of certain types of garnishments.
