OFCCP or Not - Affirmative Action?

Hoping there is someone out there who can help us out as we have yet to find anyone who can provide any insight.
We are a general contractor company. We do not receive any money DIRECTLY from the federal government - but we DO receive federally assisted monies. Meaning, we do work for entities who do receive money from the government - for example higher education institutions.
Our leaders have differing views as to whether we are subject to complying with the OFCCP guidelines or not. Can anyone point me in the right direction as to where I can find info that helps define this a little more clearly for us?
Also, are there any other construction folks out there that currently have a compliance plan in place that they would care to share?
What about anyone who has survived a compliance review - any guidance?

Not being subject to it myself, I do like the DOL's site for this. Perhaps it will be helpful!
