Elderly Employee with attendance issues

Customer has a 65 year old employee who is a tenured employee, but whom has also experienced attendance issues. NOW, this employee has fallen and broken her arm. She did this back in April and still has not returned back to work. We would like to find a replacement for this employee, but would like some suggestions as to how to complete this process without finding ourselves at risk.
