We use ADP. It's the most cost-effective source I've seen, with the quickest turnaround. You can pre-configure options, and still add ala carte items on an individual basis if you want.
I still have the department or branch manager check employment references, because I think past employers are more responsive if they're dealing with peers... but we use ADP for the rest.
