missed time - FMLA or not?

Yesterday I returned an incomplete certification to an employee requesting more information from her doctor. She just came down to tell me she is leaving early for lunch (1 hour) to take the forms to the doctor since he will be leaving at noon and will not be back for two weeks.

Would you allow the hour as FMLA? I don't think it would count as FMLA since all she's doing is running paper and not taking care of her child. Thanks.
