Out-of-Town, Post-accident Drug/Alc Test Policy

We had an employee back his company vehicle into a 2' high post while on a business trip out of town. Our personnel policy lays out procedures for post-accident drug testing but this made us realize we don't have anything in place for out-of-town accidents.
We require the individual to be driven to the collection site if the accident happens here, but it's rare if our out-of-town travellers have a companion. Where would we send them to give a specimen?

As for transportation, perhaps a taxi? I realize that only works if you're in a city, but this is a very good question!!!

I have been unable to locate anyone (other than DOT) that has an out-of-town D/A policy.
I think we'll decide that if the sheriff suspects drugs or alcohol in an accident, they will test and we'll have access to the accident report.
