Handbook for Small Employer

I have been asked to work on a handbook for a small employer.
The company has less than 10 employees. Many of the EEO laws
don't apply to him, but he would like to put them in anyway.
Many of the typical EEO policies for Sexual Harrassment, ADA, etc.
are complex with significant complaint procedures. He can't possibly
maintain processes like this and he doesn't have an HR person.
How would you approach this? Can I put a small modified version
in the handbook for these areas just to show he supports these
regulations? Any suggestions are appreciated.
