Tracking Disciplinary Actions

Currently I track disciplinary actions in plain vanilla style, name, ethnicity, gender, infraction, recommened discipline, actual discipline, whether or not it was grieved, appealed, etc.
So far it's a nice big fat file of data. I can't determine if a manager who's section lacks discipline is a good manager or if s/her sweeps stuff under the rug.
any thoughts regarding disciplinary tracking in general?
