Pay for on call maintenance workers

We have a practice of paying one maintenance worker each weekend for being on-call in case there is an emergency or need to fix something that can't wait till Monday.
The on-call person is paid $35 a day for being available and carrying a beeper.
If the person is called in, he is paid by the hour with one hour minimum paid even if the work takes fifteen minutes. Of course it is normally overtime pay since all work a 40 hour week Monday through Friday.
Some are asking for pay for the time they are driving or for mileage re-imbursement. Does any one have a policy defining whether the driving time or mileage should be paid?? We are nonprofit, primarily a nursing home.
