Voluntary meeting pay...OT?

We are setting up an Employee Relations Committee, comprised of salaried and hourly employees from different departments.
We would like to extend the committee to include field workers- laborers, carpenters, etc who are hourly.
The employees will volunteer to be on the committee.
They normally work M-F 7am-3:30pm. They also work over time as needed on Saturdays.
The meetings will be held 2x a month from 3-4:30.
The question came up to:
Will the meeting time count as hours worked for overtime purposes, or as regular time pay.
We were planning on paying them for the meeting time, but have the question of it being counted as overtime.
So, for example, if they work 42 hours as a carpenter, then attended the meeting from 3-4:30 (1 1/2 hours) in addition to the 42 hours, we would pay them 40 hours regular, 2 hours OT, and 1 1/2 hours meeting time at their regular rate.
Or, would it be 40 regular and 3 1/2 OT?
This will affect our locations in California, Nevada and Colorado as well if that makes a difference.
I left a message for DOL, but haven't heard back yet.
