Exempt/Nonexempt

I am now working in a alcohol and drug rehab facility. There has been no formal job classifications in the past. I am struggling with the exempt/non exempt issue for counselors. Some are licensed and have a master level education, others have no license or education. Anyone have any suggestions? I have currently placed them into two categories, one trainee, non-exempt and the degreed and/or licensed as exempt. Any comments are appreciated.
