clocking in and out

According to the text in "HR Executive" it says we have to pay employees from clock in time to clock out time. What happened to the "window" we have always had. Out employees can clock in up to 6 minutes before and after their shifts to give them time to change clothes and get to their work stations. They do not actually start work until the hour. ie. clock in at 7:54am, start work at 8:00am, quit at 4:00pm and clock out at 4:03pm. They are paid 8:00 hours which includes two ten minute breaks and 30 minutes paid lunch.

Do we have to pay them from clock in to clock out?
