Paying employees at shift change

I read an article within the last couple of months about a company that had to pay fines and/or back pay to their employees on first shift. They expected the employees to hand off work to the second shift employees and that usually took 10 minutes, but they did not pay the employees for the extra time they were leaving from their shift late.

Does anyone recognize that scenario and can you tell me where I can find more information on it?

I don't recognize the scenario, but if non-exempt EEs are working, they should be paid.

I'm trying to find the specific case so I can show it to some supervisors that don't feel they should pay their employees outside their regular shift. It's one of those, "where did I read that?" things.

Can't help with that specific scenario, but you might show them the DOL language on payment of wages for required prep time or dressing prior to work and cleanup after work. And the section on timekeeping and pay for time worked.
