After showing up for work no work available

If an employee show up for work and we don't have any work for him/her ( for any reason). Do we have to pay him/her? If yes, how many hours? Some people say 2 hours others 4 hours. I thought you might have to pay for their travel time. Do we have a federal law regulating this?

I don't know if Arizona law requires a report or show up pay or not and, if it does, what the minmimum is.
Federal law, FLSA, does NOT require any report pay.
