Paid while on call?

One of our hourly employees who lives on our grounds has been scheduled to be "on call" to meet some of our guest needs.

When she is scheduled to be on-call, she carries a two-way radio with about a 1.5 mile range.

Oregon Bureau of Labor and Industries states that "an EE who is required to remain on-call on the employer's premises or so close thereto that he/she cannot use the time effectively for his/her own purposes is working while on call."

With the employee living on grounds but limited to a 1.5 mile range, would you consider the on-call time to be work time and therefore paid? I have my thoughts but I wanted a second and third opinion.

By the way, the EE is not called in very often. So, most of the time, she never receives a call.
