Career Advancement Policy: Need Help Creating

I am trying to create a more precise advancement policy for our revised Personnel Policy Manual.
What I'm looking for is some language that deals with 'requirements/opportunities' for moving to the next level in a particular classification.
(I.E. Operations Specialist I to a II)
What I currently have amounts to about 4 sentences, and it's been around since the beginning of time. So I'd like to update the language to be more precise, more reader-friendly.
