Telecommunication Allowance

Does any other company pay your virtual office associates a telcommunication allowance for their phone usage and phone lines on a monthly basis. If you do, is the payment consistent amoung your associates or does it depend on their title, their job responsibilites etc. How does your HR/payroll system track this?
