travel time and study time

We are preparing an easy reference sheet and I need some second opinions.
1. Travel time: We have employees who work rotating shifts. When they attend training it is generally between 8 and 5. For the purposes of determining what they should be paid to travel to and attend the training we have decided to consider their regular work hours for that day as 8-5 (instead of what they would be regularly scheduled that evening i.e. 4pm to 2pm) See any problems with this?
2. Our rotating shift people are scheduled for 10 hours. If they attend training that is only 8 hours do we still owe them for the additional 2 hours, or do they have to take benefit time to make sure they get in 40?
3. Study time: If employees attend training, what obligation do we have to for study time?
For example: they are in class for 8 hours, then they study for a test.
they are in class for 8 hours and the instructor requires they do 2 more hours of homework.
they are in class for 8 hours and work on a notebook that is a small part of their grade for one hour (some employees work more time on the notebook than others).
