Non-exempt Employees OT vs. Comp Time or Time-off in SC

I am trying to get some clarification.. Today I read the article "Can we give time off instead of overtime pay?" it states that West Virginia Employers can in lieu of OT give employees time off in the same two week payperiod. There were also some postings on this website that said the same thing (but nobody from SC). I have always been told that the time off had to be taken in the same workweek.. a rolling 168.00 hour week defined by the employer. We work regular Mon-Friday so we have defined our workweek to be Sunday - Saturday.

Not the pay period...which would be 1-15th and 16th-last.
Can anyone clarify for me?
