Job titles and incentive bonuses

An employee that, although his job title has never been changed to Supervisor, has been supervising several employees for almost a year. Supervisors receive a higher bonus amount than the job title he currently has. He has discussed this with his boss and was told that they would change the title. All of his performance evaluations have been very positive for the last several years. I am not familiar with the ins and outs of salaried exempt employees. Is this a legal manuver to keep their costs down and is it advisable that they do this?
