Comp Time Bill Dead On Arrival?

I see a National Association of Manufacturers update this morning saying "The House will not vote on HR 1119, the family time flexibility act. The House leadership pulled the bill from consideration on its schedule and the future for this legislation remains in doubt." the association is thanking participants for 'helping to dispel the mischaracterization of this bill by the unions'.

I have not read this bill and have been out of it.

In a nutshell, the bill would allow companies to choose to offer comp time to workers instead of overtime. If a company decides to offer comp time, then it has to extend that offer to all employees across the board - the company can't just pick and choose. Also, the employees would be able to choose either comp time or overtime. The comp time would be calculated at time-and-a-half also.
