Payment for Travel Time

I am new to the HR field and the non-profit organization I work for is looking into making sure that we are paying our employees correctly when they are traveling on business. We are based in Texas and we would appreciate any information on Federal and Texas State laws on travel payment. Right now we allow them to take time off with pay to compensate any travel time over 8 hours.

Remember, if it turns out that travel time is work time, you then have to pay them. And if the travel time when considered with other work time results in overtime, you need to pay that as well (comp time, unless you're in the public sector) is not permissible for overtime.
