Tip Pools

I work representing a dude ranch in Colorado. They would like to institute a tip pooling system. Colorado states that there is no restriction for who can be involved in tip pools. Federal states they must customarily receive tips to be involved. Any one know where the prevalent law would lie? Also, does anyone have a sample policy I can use?

I would look at the "tip" capital of the world, LAS VEGAS!!! I would think that just about every possible "tip" related problem conceivable has been addressed there. By the way as I understand it, most if not all casino dealers are in tip pools. Good luck...
