Processing Overtime CT DOL

I understand that within the seven days if the time is recorded on the time card the employee must get paid. We are processing all the time on the time card.
In our case the on call time is not on the time card it is on a seperate report called the "Overtime Report". When driver logs are required we verify the overtime against the log before processing the overtime related to the log. This time is not recorded on the time card.
Can I delay processing of the overtime until a correct log is sent to the payroll department? Does this violate Connecticut law?
