Deductions from leave--governmental units--help!

I cannot find the FLSA provision that says state and local units of government can deduct hour for hour for a leave system sent up under conditions of public accountability. For two years, I lived with this printed out, sitting on my desk, thought the issue was resolved and it's back! Recently, I referred to it in a post and someone stated the cite. Of course, now I don't remember the thread topic, either. Time for a vacation.
