Severance pay and return of property (CA)

Question that I cannot find addressed in CA Labor Code: Can an employer rightfully withhold severance pay for a termd employee conditioned on their return of property? Obviously, we cannot withhold wages, but I am not certain on a severance check, which is a "benefit" an employer offers willingly, not as a matter of law. Your thoughts?
