How would the payment of a "Premium Rate" for work done on weekends by non-exempt staff factor into calculating the "Regular Rate" for overtime purposes?

For us, the overtime and premium rates are the regular rate with a multiplier applied.
For instance,
Overtime = Regular rate*1.5
Double time = Reg. Rate *2
Everything keys off the regular rate.
Some premium rates are negotiated, such as those for k-9 officers, which means you'll find specifics in the contract.
