Money shortages effecting bonuses

We have been having a hard time with money shortages in our restaurants. Basically, according to Louisiana law, we would not be able to recover that money unless we convict the person responsible. Frankly the money missing is not enough to go this route but it is enough to make us concerned.

We have a bonus program in place and we would like to be able to reduced their bonuses if they come up short. I cannot find anything that addresses it in state law so I was wondering if there is something federal that would prevent this. My thoughts is that we can use any criteria to calculate bonuses since it is a bonus and does not effect the employees salary. Since it is not legally required, hence a bonus, we can calculate it any way we want. Am I on the right train of thought?
