Non-exempt travel time

We have a non-exempt employee who works out of their home. The job requires frequent travel around the state (FL)and we fear because of the travel (sometimes 3 hours to get to a site) we will have enormous overtime. If we establish their work day as M-F 9-6 is travel outside of that time non-compensable?
