Moving to pay for hours(time) worked

Some of our hourly employees are paid for lunches while others are not. We would like to move all hourly employees to an unpaid 1 hour lunch. We have considered many options and would also offer employees some flex in working the 8 hours of paid time per day. Any suggestions in implementing this?

First you need to identify why some employees are paid for their lunch hour. If there is a restriction on them that requires that they be at their desks or doing work, e.g., you may not be able to "convert" them. So, the initial question is why ae some employees paid for lunch time and others not?
