Fellowship Programs - Method of Compensation

Does your organization run any type of Fellowship Program that places recent college graduates in residence within a community to work on a special community based project (planning, economic development, GIS, library, education, music, marine resources)? If so do your Fellows become employees of your organization or are they compensated as independent contractors? Any information regarding how your fellows are categoried and compensated would be appreciated.
