Pay for Training in Kansas

We want to provide training to our Spanish-speakers to speak English, and English-speakers to speak Spanish. Promotions and appraisals depend on their communication ability in English. We'd like to provide that for them, but are afraid of having to clock it as hours. How can we avoid paying them a wage for this time? Can we contract someone else to provide the voluntary training?
