Travel Time and Over Time for Truck Drivers

In NJ are there special regs for truck drivers concerning travel to and from the job site and over time? Example - One company is paying minimum wage to their drivers for time spent driving to the job site in the morning and afternoon. They also exclude these hours from overtime. Therefore, if a job site is 1/2 hour away from the office, 5 hours per week are paid at miminum wage and those 5 hours do not count as over time if the employee works beyond 40. Is this allowable under the law?
