Compensatory time in lieu of overtime

We are a multi-state employer in the property management business, primarily apartment complexes. I am having difficulty in interpretating FLSA provisions regarding giving employees comp time in lieu of overtime.

Can this be done with the following information:

-Position is maintenance personnel on call for emergency maintenance situations.

-The property in question is in Guam.

If this can be done, how much time off is required in lieu of time and a half? If employment separation occurs and there is accrued compensation time, what would be the rate of pay?

Any help or guidance would be greatly appreciated
