Health /Dental Insurance Broker

My organization is approaching our Health/Dental Insurance renewal this coming fall and are begining to accept proposals for a new broker. Due to some customer service snafus, we have decided to determine if a new Broker would provide a better resource both administratively and potentially for our staff.

We have begun to piece together an evaluation tool to help us determine the best fit. We have identified the basics measures such as customer service, accessibility, case management and fee structures.

During our last renewal, we converted to a fully-insured Health Plan due to cost constraints. We are satisfied with our change and new provider, however, the customer service is lacking from the broker.

In looking for more evaluation measures, does anyone have an evalaution tool they used to help rate different performance measures that a Broker can provide? Or maybe you can even share what special "perks" or "benefits" that are provided by your broker.
