Change of status with HRA

We added an HRA to our benefit program in September which is when our medical insurance renewal is. Associates with single coverage are entitled to $200 per plan year and those with family coverage $400.
In January, we had an associate change from family to single coverage. Would we reduce the HRA funding for him to $200? Also, what if someone had already used more than that, should ask them to pay back the overage?
