Initial Notice & Qualifying Event Notice

Our company recently made a major change in health and dental insurance - changing providers and changing dependent eligibility criteria.
I know that all dependents removed from coverage should receive a Qualifying Event notice. If dependents were added to coverage, should they receive an Initial Notice letter even if the employee has been on the policy for years and/or received an Initial Notice when they became employed?
Also, I assume these rules are for medical only, correct? There are no COBRA requirements for dental?

That is false!! COBRA applies to medical, dental, vision and any other "health care" coverage you offer under a group plan.
