Self Insured Chicken Farmer Shutting Down

Buyer will hire about 95 of the employees, leaving 5 unemployed;
Not yet sure if new company has waiting period before insurance kicks in for those they are hiring(have asked - awaiting answer);
Family will not stay self insured;
They are in North Carolina;
Do they have to offer COBRA?
