VEBA (Voluntary Employee Benefit Plan)

Does anyone know anything about VEBA (Voluntary Employee Benefit Plans). I've been told that they involve several levels and combinations of health care coverage, based on higher deductibles and highter employee coinsurance. Apparently the plans are designed to be employee self-managed health care.
