Incentives for Back Office Operations

We are reviewing our incentive plans for 2003. Currently, we offer various departments (Lending, Collections,Member Service, tellers) cash incentives for meeting goals or cross-selling a particular product. However, we do not have an incentive package for our Accounting department which is a major part of our back office operations. Needless to say, they feel left out. We have not been able to come up with a way to quantify or qualify the worked performed for an incentive plan. Does anyone have any ideas or a program in place?
We do not give bonuses but do have a generous 401k and profit sharing plan for all employees.
