COBRA and total disability

We have 2 employees who has been qualified by the SSA as being totally disabled. We have a clause in our medical insurance policy that states:

"If an Employee is totally disabled at the time coverage would otherwise terminate; Major Medical Benefits coverage for the disabling condition only will be extended during the continuance of Total Disability for the remainder of that Calendar Year and the next Calendar Year."

Our insurance company states that they can do one or the other: either elect COBRA coverage or accept the Extension of Benefits, but the Extension benefits do not cover ANY other medical expenses than those pertaining to the medical condition. I would think they would have to offer some form of COBRA coverage. If he elects to take the Extension of Benefits is he eligible for COBRA was that is exhausted? Doesn't he qualify for Medicare since he is totally disabled by SSA? Does that void out COBRA coverage?

Lots of questions, but this situation is a first for my compnay and our insurance company.
