College to Cobra

Anyone care to venture a guess about this? Once a student graduates college and is no longer eligible for dependent coverage under the father's plan, would the student have the option of selecting COBRA under either parent's plan? For example: Student is covered by father's group plan. Mother has a plan under which only she is covered. Mother is also covered as secondary by Father's plan. Child graduates. Can child opt COBRA with either of those plans under the qualifying event rule or is his only option COBRA under the father's plan that covered him earlier?
